Scott Blackburn TGWA/GWPOA President

President, Texas Game Warden Association and Game Warden Peace Officers Association

Scott Blackburn serves as President of the Texas Game Warden Association and the Game Warden Peace Officers Association. Born in Bryan, Texas, in 1977, Scott graduated from Bryan High School in 1996 before earning an associate degree in Criminal Justice from New Mexico Military Institute and a Bachelor of Science in Wildlife Management and Fisheries from Missouri State University. In 2002, he graduated from the 48th Texas Game Warden Academy and began his career in Denton County before transferring to Wharton County, where he has proudly served for more than 20 years. Throughout his career, Scott has held specialized roles including Firearms Instructor, TCOLE Instructor, Search and Rescue Team Member, and Critical Incident Response Team Member.

Scott has served on the board of both associations for nearly his entire career, beginning as a District Representative, then Regional Representative, and now as President—currently in his second term, which runs through February 2026. He took on the role of President to make a meaningful and positive impact on every Texas Game Warden across the state. Scott has truly enjoyed his time leading the associations and is proud of the great things the board has accomplished for game wardens statewide. He is married to Dana Blackburn and has one son, Jonathan Scott Blackburn II, and two stepsons, Bryce and Westin.

Richard Key – Region VI Representative

Richard was born and raised in the West Texas town of Big Spring, Texas to Dr. John and Sherri Key. He is a 2001 graduate of Big Spring High School, a 2003 graduate of New Mexico Military Institute, a 2008 graduate of Angelo State University with a B.A. in Criminal Justice, and a member of the Pi Kappa Alpha Fraternity. Richard achieved the rank of Eagle Scout with three palms in 1997 and became a vigil member of the Order of the Arrow in 2002. Outside of being the Archer County Game Warden, Richard is a Realtor for Mossy Oak Properties- Mclemore Realty Group, Governmental Affairs Chair for the Wichita Falls Association of Realtors, and a Committee Member for the Wichita Falls Ducks Unlimited Chapter. Richard was formerly the Scoutmaster for Troop 100, Archer City, TX.

Richard graduated from the 55th Game Warden Academy on July 27th, 2010, and was sent to Archer County.  He has now been the Archer County Game Warden for 14 years. He currently holds a Master Peace Officer License.  Richard is Certified as a Basic Instructor, Firearms Instructor, Physical Readiness Instructor, and Drone Instructor, among various other certifications within the law enforcement field. He is also one of the 60 drone pilots for TPWD.  Richard is a member of the Game Warden Boat Accident Reconstruction Team (STORM) and a proud member of the Texas Game Warden Honor Guard. From 2013-2020, Richard was on the Texas Game Warden SAR/Swiftwater Team.

On the side of being the Archer County Game Warden, Richard sells real estate for Mossy Oak Properties- Mclemore Realty Group.  Richard has been a real estate agent since 2008.  During his time, he was awarded the United Country Pinnacle Award in 2008 and 2016, Rookie of the Year by the Permian Basin Board of Realtors, and the Texas Association of Realtors Political Action Committee Strike Force Award.

Richard is married to Elizabeth Schlager Key and is the proud stepdad to Logan.  Elizabeth is a teacher at Burkburnett ISD and Logan is in 7th grade at Burk.  Richard and his family are members of First Baptist Church, Wichita Falls. During their little bit of down time, they enjoy traveling to Logan,s baseball games, hunting, boating, fishing, being with family and friends, and helping his wife with her charcuterie business.  Richard loves his home in Archer County and looks forward to serving the citizens of Archer County for many years to come.
